- A Bachelor’s degree in one of the following fields from an accredited university
- Demonstrated merit and aptitude by job output and outcomes
- Met the provisions of Kenyan Constitutional Chapter 6 (Chapter 6)
- Served for a minimum of three (3) years in the grade of Information Communication Technology
